SCOPE

According to the regulations in force, the Protection Officers of the port facility (OPIP), other personnel with specific functions of protection in the port facility, elements of services and bodies of the State with competences in the scope of protection, as described in Article 4, of National Decree-Law No. 226/2006 of November 15, who provide service in the port facility, they shall be known to know the functions, responsibilities and procedures incumbent upon them to perform, as described in the Port Facility Protection Plan and in other guidelines defined by the Port Facility Protection Officer.

The elements providing service in the port facility, with specific protection functions, shall have sufficient knowledge and skills to perform the functions and tasks assigned to them.

In order to ensure the effective implementation of the provisions of the Port Facility Protection Plan (PPIP) and as set out in paragraphs 18.1 and 18.2 of Annex II to Regulation (EC) No 725/2004 of 31 March and Part A of the ISPS Code, the OPIP should establish in the PPIP what the initial training needs are, by function, that elements with specific protection functions should detain or receive before starting functions, with the aim of being able to perform the tasks assigned to them in the PPIP.
